INDIAN RAILWAY CONFERENCE ASSOCIATION (IRCA)
Indian Railway Conferrence Association was established in 1903. It is Administrative Organisation of all Zonal Railways,
which is responsible for framing rules and fix responsibility forsuch rules. Similarly it also frames rules for international traffic.
Main Functions :
- To make traffic rules for transportation of goods, parcel,
luggage and passenger. - To publish Railway rules book and distribute them to various
zonal railways. - To inspect the rolling stock at the transshipment points.
One Commercial committee functions under IRCA. CCMs of
all Zonal Railways are members of this committee. The functions
of this committee are as under : - To discuss regarding suggestions on classification and re-
classification of various types of goods. - To discuss and recommend uniformity and simplification
regarding issue for changes in packing conditions and Rates.
RIGHT TO INFORMATION ACT – 2005
This act was passed in parliament and came into force from 12-10-2005.
OBJECTIVES:-
- To bring transperancy in the Administration.
- To reduce the corruption.
- Administration will become unbiased.
- To fix the responsibility of work / job.
This law applies to all state and federal government offices and public sectors, with the exception of government-run security agencies and the state of Jammu & Kashmir. Records, documents, circulars, press reports, suggestions, orders, log book details, agreements, CDs, FLOPPYs, data, and more can all be obtained by the information seeker through this legislation. Every government office has a public relations officer and his assistant officer assigned to carry out RTI.
Fee for application :- Rs. 10/-.
Xerox :- Rs. 02/- per page.
For information, a request must be made to the Public Information Officer. No explanation is required. The specified time frame is thirty days. The first hour of office hours is free for record and document inspection. After that, there will be an hourly fee of Rs 5.
The applicant will receive information within 30 days of the application being received.
EXEMPTED INFORMATION :
The information about Security,Integrity, Military sector, foreign relatins, Of India.
PENALTY
A public relations officer (PIO) faces fines of up to Rs. 25,000 per day if he fails to provide information within the allotted period.

LOSSES
If irrelevant information is requested, time will be wasted, the workload will increase, and clerical costs will rise., The rate of development will slow down.
CONSUMER PROTECTION ACT
This Act is in effect from 26/12/1986. This act is made by govt. to protect the customers from unlawful sellers.
OBJECTIVES –
To protect the consumers from the traders against the selling of wrong
articles at the right price. To make awareness in the public against the
traders who does illegal trading practices. To empower the consumers
through this act.
CONSUMER PROTECTION COMMISSION
District Commission :
- President: A retired judge from the District Court.
- Participants: Two people are involved. One should be sufficiently knowledgeable about accounting and commerce. A social worker should be the other female member.
- Monetary Limit: Up to Rs. 20 lakhs in claims.
State Commission :-
- President :- Retired High Court Judge.
- Members :- There are 2 members. One should have sufficient knowledge of commercial and account. The other lady member should be social servant.
- Monetary Limit :- Claims more than Rs.20 Lakhs and upto Rs.1 Crore.
National Commission :-
- President :- Retired Supreme Court Judge.
- Members :- There are 3 members. Two members should have sufficient knowledge of commercial and account. The other lady member should be social servant.
- Monetary Limit :- The commission can settle claims of more than Rs.1 Crore.
